Asbestos Management and Control Plan
The purpose of the Asbestos Management and Control Program (AMCP) is to summarize Dartmouth College’s asbestos management and procedures. The Program’s goal is to prevent the release of asbestos fibers, protect employees, students and visitors, and ensure that Dartmouth College is in compliance with state and federal regulations.
Dartmouth uses a comprehensive approach to managing materials in place unless there is a need to disturb them. Renovation or demolition that has the potential to disturb ACM or requiring removal of any asbestos-containing materials must be conducted by approved methods based on the requirements outlined by the EPA, OSHA and the New Hampshire Department of Environmental Services (NHDES). In accordance with federal and State requirements, Dartmouth College presumes that all buildings owned by the College potentially contain asbestos-containing building material (ACBM), until and unless further testing and sampling demonstrates otherwise.
The Program sets forth Dartmouth College’s procedures and practices for managing asbestos, including the planned or accidental disturbance of asbestos, and exposure to asbestos. The Program is intended to meet applicable State and federal regulations, including the asbestos standards set forth by the Occupational Safety and Health Administration (OSHA) in 29 CFR 1910.1001 and 29 CFR 1926.1101 and by the NH Department of Environmental Services at NHCAR ENV-A 1800.
The Program scope applies to all buildings, facilities, and structures owned, leased, and/or operated by Dartmouth College where ACM and presumed asbestos-containing materials (PACM) may be present.
This Program applies to:
• All Dartmouth College employees (including all faculty, staff, maintenance, custodial, and administrative personnel).
• Contractors, vendors, and consultants who perform work on Dartmouth College properties.
• Students and visitors who may encounter ACM.
The scope includes identifying, documenting, monitoring, maintaining, handling, and abating ACM across the campus. It also outlines procedures for communication, training, recordkeeping, emergency response, and safe work practices to prevent asbestos exposure.
